[Encore] issues with time warner and MOO?

Just out of curiosity, is anyone experiencing issues with EnCore MOO's and 
access via a Time Warner connection? All of a sudden our MOO (accessed via 
port 7000) is inaccessible to people with Roadrunner. From TW's end it 
looks like the Website isn't there...there is no loading or anything. But, 
the server is fine and accessible from other ISP's and on campus. TW is 
dragging their feet on a solution. Any ideas?
